The Yakima City Council approves a preliminary budget plan today.

City Manager Tony O'Rourke presented his budget plan for 2013, highlighting a 16 percent increase in the budget from last year.

That extra money would come from reorganizing positions within the city's departments and putting a freeze on employee wages and benefits.

O'Rourke also proposed to add a 20 dollar car tab fee, which would appear on next year's ballot for voters to approve or reject.

That money would go towards road maintenance funds, which one person says the city has needed for a long time.

"If they don't maintain the bus routes and roads, they're going to end up paying lots of money for maintainence and new equipment."

The Yakima City Council will vote on the city manager's finalized budget plan on November 20th.
