Retiring Y.P.D. deputy chief Kelly Rosenow

Three days after Yakima's deputy police chief retires, one city leader answer's the question, was Kelly Rosenow pushed out?
We tried calling police unions, city management, the police chief, even Rosenow himself for comment.
Assistant city manager Dave Zabell was the only one to call us back.
Zabell acknowleges Rosenow's short career as deputy chief was controversial.
Last year police captains and lieutenants gave Rosenow a vote of no confidence.
City manager Dick Zais later cleared him of creating a hostile workplace.
When asked if the deputy chief was asked to leave, zabel responded by saying Rosenow chose retirement.
"What I would respond to the pushed out is, you know, 34 year career, and he has an opportunity to retire, he went well beyond a year past his retire, you know, retirement date," says Zabell.
Zabell says police officers and firefighters are allowed to retire when they reach the age of 53. Rosenow is 54.
City manager Dick Zais will decide later whether to hire a new deputy police chief.
Zabell says the position is budgeted for the rest of the year.
